Instructor Bio

Don Moore has been in law enforcement since for 34 years.  He served as a U.S. Marine Military Police Officer before becoming a civilian police officer. Don graduated at the top of his academy class and served as an airport police officer before moving to a community-based police department. Don found a home for the past nearly 20 years at the Washington University in St. Louis Police Department where he has held billets as a crisis intervention officer/trainer, special reaction team trainer, evidence technician unit (crime scene) coordinator, field training officer, department training coordinator, and CALEA accreditation coordinator.  He has been a department trainer since 2003 in over 15 disciplines. 


 Don is a certified law enforcement de-escalation and implicit bias instructor through the Force Science Institute and L.E.A.D.S (Law Enforcement Active Diffusion Strategies) and has extensive training in Human Terrain Mapping which addresses human behavior factors. He specializes in interpersonal skills training and policy development. 


 Don holds hold a Bachelor of Arts in Management, a Master of Science in Criminal Justice (both summa cum laude), and a Certificatein the Administration of Criminal Justice from Webster University in St. Louis as well as a Certificate in Forensic Psychology from Washington University in St. Louis.

Course Objectives

This 16-hour course is designed for all law enforcement, correctional, and security personnel. It combines the concepts of use of force, crisis intervention, implicit bias, personal wellness, and de-escalation to provide the student with the tools to address many critical and stressful incidents. After completion, the student can apply critical tactical thinking and action skills to most incidents to "slow down" the response and explore alternatives for a successful conclusion. Use of reasonable forces is a reality in the field; however, this training provides the necessary attributes to avoid the "lawful, but awful" uses of forces. This refers to those times when, legally, the officer is justified to use force, but time permitted for alternative conclusions. This is a necessary element in our decision-making equations for the 21st century.

This course includes force de-escalation, L.E.A.D.S. (Law Enforcement Active Diffusion Strategies) and Human Terrain Mapping (human behavior) concepts. The course will be approved by the Missouri Peace Officer Standards and Training Commission (POST) for 16 hours of continuing education credit and will include the necessary sub-category hours for Offender Behavior Analysis and de-escalation.
