Instructor Bio

Chief Ed Preston is a United States Marine Corps and was deployed as part Operations Desert Shield and Desert Storm. Upon leaving active duty, he began his civilian law enforcement career with the New Bern Police Department (NC), rising through the ranks to become the Deputy Chief of Police after serving is the Officer in Charge of the New Bern Police Department Narcotics Unit, Patrol Shift Supervisor, Operations Division Commander, and Commander of the Office of Professional Standards. He developed the New Bern Police Department Special Response Team and has Commanded Officers in hurricane relief operations in Eastern North Carolina.

In March of 2011, he retired from the New Bern Police when he was appointed Chief of Police for the Morgantown Police Department.

Ed has attended Craven Community College, Liberty University and earned a Bachelor of Criminal Justice Administration Degree from Mount Olive College before being awarded his Juris Doctorate from Concord Law School. He is currently an adjunct professor for Salem International University and is guest lecturer at West Virginia University.

He is the Law Enforcement Committee Co-Chairman of the U.S. Attorney’s Office Anti-Addiction Action Plan for North Central WV and is a member of the Appalachian High Intensity Drug Trafficking Area (HIDTA) oversight board for West Virginia, Virginia, Tennessee and Kentucky. He was the former Vice President of the Eastern Carolina Law Enforcement Executives Association and past President of the Mountaineer Civitan Club. He is currently a member of the WV Chief’s of Police Association, International Chief’s of Police Association and the Police Executive Research Forum.

In 2018 he was a signatory member of the John’s Hopkins University Research Project “Ten Standards of Care: Policing and the Opioid Crisis” and is the co-author of “West Virginia Crimes” published by Blue-360 media.

Course Objectives

Pre-Employment Background Investigations used for the Chief Executive Officer of a Law Enforcement Agency (or any company for that matter) to make the choice to gamble on hiring a particular individual. The more critical, sensitive in nature, or the more autonomously the employee will be expected to work, the more the need for a complete, accurate and in depth background investigation to be.

During this period of instruction you will be presented with a variety of information. This course is not designed to teach you step by step how to do background investigations, nor is this course designed to dictate the policy of any agency. Quite the contrary, this course is designed as a means in assisting you and your agencies develop a comprehensive policy and procedure as it relates to pre-employment background investigations, present you the student with various scenarios, events, circumstances and through this presentation you will develop a rough checklist to return to your agency and begin working out what works best for you.

As I begin every class I wish to pass on to you these words for the classroom “If the Student failed to learn, the Teacher failed to Teach”.

The goals of this course of instruction will be:

  • Importance of the Pre-Employment Background Investigation
  • What may or may not be asked during an investigation
  • Federal laws relating to employment of the handicapped
  • Various resources that may be used during the course of an investigation
  • Pre-Employment interview techniques
  • Various tests that can be used in background investigations
