Instructor Bio

Chief Perry Hollowell has more than forty years of law enforcement experience, thirty-five of those years as a certified law enforcement instructor. Having served in several supervisory positions including sheriff, chief deputy, chief of police, captain and lieutenant, over three jurisdictions, provide Perry with a vast amount of experience in vehicle fleet operations. While with the Indiana Law Enforcement Academy, he served as a staff instructor in the EVO section. Perry is a long time car hobbyist, providing him with significant knowledge in all aspects of automotive form and function. A strong training background includes certification as a master instructor by the Indiana Law Enforcement Training Board. As a certified military instructor, he provided training to thousands of military personnel in a variety of subjects. Perry has served as a law enforcement instructor with PATC for over twenty years, training officers across the United States. As an adjunct professor he instructed business classes for three different colleges at both undergraduate and graduate levels.

Michael Beck retired after more than forty-one years of law enforcement service. He served with the IUPUI Police Department, Shelby County Sheriff’s Department and the Indiana Law Enforcement Academy (ILEA). Mike’s retirement came after serving with the ILEA from February 1983 till August of 2017. Driving experience comes from his time as a staff instructor at the ILEA where he was a basic course EVO instructor and train the trainer EVO certification programs. Mike also acted as the fleet manager as part of his duties at the ILEA requiring him to oversee all issues concerning care and operation of the vehicles. Lieutenant Beck is also a certified accident re-constructionist and has testified as an expert witness in this field. Mike has a strong background in training, instructing numerous subjects in both basic and in-service programs. Mike is a graduate of the 47th Session of the Indiana Law Enforcement Academy and holds a Bachelor’s of Science Degree in Criminology from Indiana State University. Continuing his education was important as he attended a number of in-service programs.

Course Objectives

Training for this class will be accomplished through classroom instruction, student participation and hands-on experience via a driving simulator! Students will find this to be a rewarding and complete learning experience.

This program is designed to address the issues of modern vehicle operations, during both daily driving and pursuit situations. While possessing physical driving skills is important, we find decision making skills may be even more important. Rear wheel drive, front wheel drive, all-wheel drive and four wheel drive provide pros and cons for each platform. Often a mix of these platforms are in one fleet, do officers understand the issues involved in operating these vastly different vehicles? Traction control, stabilitrak, ABS and other computer controlled functions require a basic a basic of how they work and what purpose they serve. Driver attitude, distracted driving and other human emotions play a major role in the decision making process, but we often lack training in these areas.

Students will be introduced to new studies that support the dangers created by these issues and provided ways to deal with them. Department operating procedures, law and court decisions will also be discussed. These factors play an important role in any decision making process.

Often the only thing considered during EVO training is “hands on”. This training goes far beyond normal training, but still addresses the skill issue through the use of a driving simulator. Combining all the skills will enhance the decision making process, providing the opportunity to ensure a positive outcome for all vehicle operations. The program’s goals are to provide better trained officers, reduce preventable accidents, better adherence to policy and save departments money. Insurance companies often provide lower rates for agencies who provide EVO training on a regular basis.

Given this class students will:

  • Identify and explain the cause for most vehicle accidents
  • Explain the term “Due Regard”
  • Explain the difference between departmental policy and established state law
  • Identify issues incurred during a pursuit that may require current policy to be amended
  • List the characteristics of person demonstrating a bad driving attitude
  • List the three types of distracted driving
  • Identify and list at least three ways to deal with driving distractions
  • Explain the special concerns of distracted driving during a pursuit
  • List three reasons to consider terminating a pursuit
  • Explain qualified immunity
